Should Libby switch to wells for city water?

Would the City of Libby be better off using wells for the City water supply than spending upwards of $8 million replacing the Flower Creek Dam?
Morris and Mairle engineering told the City Council the cost between the two is a "push".
Using wells for Libby's water supply is not a new idea. It was looked at in the late 80's. Engineering studies the early 90's reinforced the 80's finding. The wells would be located in an area of a polluted aquifer making it unfeasible. The pollution is residual creosote from the former lumber mill wood treatment plant. In addition, the water flow requirements for the City would not be met, especially into the future.
The idea has resurfaced due to fear the Montana Department of Environment Quality will follow Idaho's lead and condemn all surface water reservoir system rendering a new $8 million dam unusable. _______________________________________________
