The Libby City Council has adopted new subdivision rules according to the recommendations of the City Planning Board.
The City Planning Board made modifications based on the desire new subdivisions inside the City limits need to be constructed to a high standard to provide adequate infrastructure, reduce long-term maintenance costs, promote quality of life and include specific requirements for sidewalks and boulevards within any new subdivision.
The revisions included in the new rules provide streets and roads must be designed by a professional engineer in accordance with American Association of State Highway and Transportation Officials and City of Libby specifications. The old regulations simply required a professional engineer to sign off on the design. The rules will place a prohibition on cul-de-sacs and dead-ends streets unless legal and physical constraints such as public lands or topography make them necessary, but they cannot be used by design. All City streets must be paved with minimum four inches of asphalt and be of one of two street type designs depending on where subdivision located in City, urban or rural. Street lights will be required at all intersections, with night sky friendly downward directional lighting. _____________________________________________
