City to tax Libby residents $5 to pay for flooding costs

City residents will be taxed an additional one-time $5 to pay for the Flower Creek flooding. The City Council met Thursday evening to reconsider the 2 mil emergency levy.
The Council reversed itself, voting unanimously to pass the levy that failed last Monday night in a heated, confrontational, session. It failed Monday because the bills were not available to the council for review and no idea of the actual cost.
The costs of the flooding are approximately $7000 to the city. The 2 mil levy will raise about $5600, with the rest paid by the State. If another emergency event occurs before the end of the fiscal year, the State will pick up the tab for it, since the City has already invoked the 2 mil levy.
Had the City not passed the levy, the City would have to pay for the flooding, plus pay the cost of any future emergency prior to declaring an emergency situation, and passing a 2 mil levy in the future case. _______________________________________________
