Koocanusa Reservoir inflow forecast by U.S. Army Corps of Engineers, Libby Dam February 6, 2009 The February 2009 April-August inflow forecast for Koocanusa Reservoir has fallen from 87% of normal in January to 86% in February. The end-of-February VARQ target flood control elevation is 2436.4' (2459' is full pool); February 1 reservoir elevation was 2408.6'. Outflow from Libby Dam for the foreseeable future will be 4,000 cfs (minimum flow) into the Kootenai River.
