Libby City Council hears funding requests

It was a parade of people and groups with their hands out wanting money from the City of Libby at the City Council meeting. Many of whom do not live within the Libby City limits, and do not pay City taxes. Wanting money for tennis courts. Wanting the City to finance, through a buy and lease agreement, a building for an indoor skateboard park, which is proposed outside the City limits, and a youth center. Wanting the City to help build a new pavilion at the River Front Park in return for forgiving a debt; Lincoln County Transportation Association, which operates a bus system within Lincoln County, asking for reconsideration of a $5,000 "line-of-credit" from the City; and the City of Troy, yes the City of Troy, asking the City of Libby to help finance a newly proposed Troy Community Center to include a new varsity gym for the Troy Trojans, multipurpose room, possible racquetball courts, science labs and work on an auditorium.
The Troy project, a partnership between the City of Troy, The Troy School District, and Lincoln County, has a $million-five plus price tag, of which 730,000 would come from a state grant, and the rest from other sources like a tax levy, and the City of Libby. The Troy levy would be for $36 per month per $100,000 home value for 15 years. The City of Libby holds Certificates of Deposit to guarantee a loan on the Troy Senior Citizen's Center.
Councilman Doug Roll didn't like the idea. "I don't think the City of Troy, and the Troy Schools, should come to Libby to ask Libby taxpayers for money," said Libby Councilman Doug Roll. "We don't go to Troy and ask for money," he said.
The City of Libby does have some funds for a skateboard park, set aside when a previous skateboard park on Utah Avenue was removed. The high school is concerned that the proposed location is too close to the school. According to John Drews, speaking for the Gathering Place, told the council there is a $20,000 dollar grant available from a Tony Hawks Foundation to help with the project.
Originally, the City had planned to build a replacement skateboard facility at the City Ball Park downtown, but the "boarders" community now wants an indoor facility. The group is asking the City to come up with $211,000 to buy a building and then lease it back to the Gathering Place.
The Council took all the requests advisement. The City has just completed and approved its 2007-2008 budget.
