Air Pollution Meeting in Libby Feb 27

On Monday, February 27, the Lincoln County Commissioners will hold a joint public hearing to take comment on two air pollution related items: 1. Proposed changes to the county air pollution control regulations. 2. The incorporation of proposed changes into the Montana State Implementation Plan.
In 2004, EPA determined Lincoln County exceeded air pollution levels for fine particulate matter. The Lincoln County Health Department determined the primary sources of emissions include wood smoke and entrained dust. As a result, the activities producing these emissions are targeted for additional regulatory control measures.
The meeting will be held in the Ponderosa Room at 952 E. Spruce Street, the Libby City Council at 7:00 pm.
The proposed changes include reordering and renumbering, editing to make the rules easier to read, additions and deletions to make the program at least as stringent as comparable Montana State regulations, and changes to the woodstove, road dust control, and outdoor burning regulations. The proposed changes to the county air pollution control regulations will affect all parties within the defined control districts who operate woodstoves, conduct outdoor burning, or own or maintain parking lots, roads, or commercial yards.
High concentrations of fine particulate matter adversely affect public health. Local emission control measures are necessary to protect public health. The proposed changes to the existing air pollution control regulations are intended to further reduce air pollution to protect public health.

Interested parties may submit their data, views, or arguments concerning the proposed action either in writing, or orally at the hearing. Written data, views or arguments may also be submitted to the Department, 418 Mineral Avenue, Libby, MT, 59923, faxed to 406-293-5640, or submitted electronically via email addressed to "lched@libby.org ", no later than 5:00 p.m., February 27, 2006. To be guaranteed consideration, written comments must be postmarked on or before that date.
