Libby Officers complete advanced training
At New Mexico Tech’s Energetic Material Research and Testing Center in Socorro, New Mexico

Libby Police Chief Clay Coker, Sgt. Jim Smith, and Officer Brent Teske of the Libby Police Department recently attended and completed advanced training at New Mexico Tech’s Energetic Material Research and Testing Center in Socorro, New Mexico.

This training was approved through the State of Montana’s Domestic Preparedness point of contact and is supported through the U.S. Department of Homeland Security. The training is designed to provide technical operational level training for mid-to senior-level law enforcement and other first responders who have significant responsibility for providing specialized support during terrorist events, particularly those involving energetic materials (explosives or incendiaries).

This program provides state-of-the-art training and enables course graduates to assist in writing the plans, policies, procedures and tactics required for safe and effective response; identifying equipment required for response; and identifying appropriate training to support agency-wide and multi-agency preparation.

An additional purpose of this course is to issue trainer certification to graduates to present awareness level training in response procedures to other first responders in their jurisdictions.

This is the capstone course in the U.S. for preparing state and local emergency response agencies and individual responders to deal with terrorist employment of energetic materials against targets in the U.S.

The cost of the training was provided in full by the U.S. Department of Homeland Security and there was no cost to the local jurisdiction.

Personnel from almost every state were present representing law enforcement, fire, EMS, emergency management, and other related disciplines.

"The explosion photos are pictures of some of the field work we did. The instructors blew a lot of things up to show us the different results of various explosives and devices. The largest demo was a car bomb with 500 lbs of ANFO (Ammonia Nitrate Fuel Oil) mixture," Chief Coker said.

Chief Coker will be arranging trainings in the near future for local first responders as well as local officials.
